The Donor Recruitment (REC) department is primarily responsible for ensuring the long term viability of our donor base and recruits enough donors to our fixed sites and mobile drives to maintain an adequate supply of blood for our hospital customers. Recruitment is comprised of four major areas of responsibility: education, recruitment, retention and recognition of blood and platelet donors. The Recruitment team includes field Recruiters, Telerecruiters (recruiting via phone), and support staff who collectively recruit donors, establish blood drives, and educate the community on the importance of maximizing their blood donations.
Donor Services (DS) is the largest department within INBC with the primary function being the collection of blood products. The most common donation is a whole blood donation, however, donors are encouraged to give the right blood product (double red, platelets and/or plasma) for their blood type and the needs of the community. Specialized collection services include the Autologous Donor Program, Directed Donor Program, and Specific Patient Donor Program where patients may participate with orders from a physician.
INBC maintains collection centers throughout its service area for both whole blood and blood component collections. INBC operates self contained mobile donor coaches and mobile vans fully outfitted with equipment and supplies to collect blood in area communities and businesses. INBC routinely schedules blood drives every day of the week, to facilitate blood donations at schools, workplaces, churches, and communities.
Human Leukocyte Antigen (HLA) Laboratory
Human Leukocyte Antigen Laboratory (HLA) specializes in histocompatibility testing (tissue typing, antibody screening, and cross matching) in support of the regional organ procurement organization and local kidney and heart transplantation programs. Platelet immunology testing is available to provide HLA matched or compatible platelets for patients who are not responsive to routine platelet transfusion.
The Laboratory Services Department (LAB) is broken up into three primary laboratories: Component Laboratory, Transfusion Services Laboratory, and the Hematopoietic Progenitor Cell (HPC) Laboratory. The Component Laboratory prepares blood products from each whole blood donation, specifically modifying the whole blood collected into components such as red blood cells and plasma which allows multiple patients to benefit from each donation. The Transfusion Service Laboratory manages all aspects of testing and typing of donated blood products as well as the delivery of blood products, patient cross matching, and reference services to resolve complex patient testing problems for regional hospitals. HPCs are also known as blood stem cells and are normally found in your bone marrow. The HPC Laboratory processes, stores, and issues for transfusion autologous (self) HPC units collected from patients with various medical conditions in the Spokane area. INBC is the primary resource in the region for immunohematology testing and consultation. Blood products and testing services are provided 24 hours a day, 365 days a year. INBC Laboratory Services staff are active in teaching and training programs for the region’s medical technology and technician students.
President and Chief Executive Officer (P/CEO):
The P/CEO reports directly to the Board of Directors, is responsible for all INBC activities, which includes: financial, operational and regulatory requirements and activities. The P/CEO represents the organization as appropriate in its relationships with various community organizations, contributors and supporters, government officials, national and regional industry organizations, and other constituencies.
The Medical Director is responsible for medical oversight in the areas of Donor Services, Laboratory Services, and Therapeutic Services. The Medical Director provides consultation to area hospitals and physicians along with assuring our donors are safe to donate, including personal consultation if needed. The Medical Director advises and guides management staff in all medical policies or issues within the center, maintains relationships with physicians, hospitals, and medical clinics throughout our service region and consults with physicians and our hospitals, providing the latest recommendations in therapeutic care for their patients. Provides lectures to community groups, medical associations, local medical technology training programs and physician residency programs.
Senior Executive Management:
The senior executive management team includes the P/CEO, Medical Director, and Vice President of Support Services.
Accounting & Finance
&Finance (AFN) Department provides financial and billing services and support to INBC’s customers and internal departments. The AFN Staff have numerous duties that include billing health care facilities for our services, accounts payable, payroll, employment taxes and compliance with regulatory agencies. The overall functions of this department are the responsibility of the Accounting Manager. The Accounting Manager also ensures that INBC maintains its not-for-profit status and is responsible for the Risk Management program of INBC.
Development & Communications
The Development & Communications (DevCom) department works to better fulfill the mission of INBC through knowledge, skills, connections and relationships for all fundraising/development activities and INBC’s marketing, communications, and public relations. Development facilitates financial and in-kind contributions for INBC to support INBC’s mission. Communication and marketing develops corporate, community and internal communications, public relations and marketing strategy to ensure internal and external communications are concise, consistent and present throughout the organization’s service area.
Facilities & Supply
The Facilities & Supply (F/S) department has responsibility for supply management which includes purchasing, inventory control, and logistics including building operations and maintenance and security for the building, vehicles, and staff.

The Project Management (PM) department focuses on managing change and continuous improvement. Process Improvement, Project Management, Change Control and Strategic Planning are the functions managed in this department. Once a change opportunity is identified, a structured method is designed to approve, analyze, design, test, implement, monitor and control the change. The primary goals of the department is to efficiently and effectively manage change events by meeting quality, budget and business requirements.
Training & Document Control
Training creates and maintains a quality system-wide training program that builds employee competencies and promotes an environment of continuous learning. Document Control provides systems to ensure that policies, procedures and forms are developed, modified and archived using defined and approved methods.
The Volunteer Services (VOL) department coordinates the more than 300 dedicated volunteers who share their time and talents throughout the communities served by INBC. Volunteers assist the organization at collection centers and mobile drives in such areas as canteen hosts, selected blood collection duties, blood couriers, telerecruitment and clerical support.
